The client’s objectives and expectations

  • Integrate the objectives for the development of existing networks into the new public service delegation, particularly towards the south of Melun,
  • Enhance reliability and increase geothermal energy production,
  • Ensure a competitive and stable heat price for all subscribers over the duration of the contract,
  • Maintain a RE\&R rate above 65% throughout the contract,
  • Ensure transparent and high-quality management of the delegated public service, both for the delegating authorities and for subscribers.

Our main missions

  • Completion of the end-of-contract audit for the public service delegation,
  • Prospective study on the evolution of the delegated public service,
  • Support in awarding the new public service delegation (PSD) contract,
  • Monitoring and optimization of the execution of the new PSD,
  • AMO consortium composed of Best Energies, Finance Consult, and Azan Avocats,
  • Best Energies, lead partner of the consortium.

Project specifications

Current situation:

120 substations served,

78 GWh delivered to substations,

79% renewable and recovered energy (RE\&R),

21 km of district heating network.

Results obtained

  • 165 GWh of heat delivered to substations in the long term,
  • 17 km of additional network deployed,
  • 118 new substations connected,
  • 88% RE\&R in the long term.

The Cities of Melun and Vaux-le-Pénil entrusted the consortium led by Best Energies to reflect in the new public service delegation contract the objectives for the development of the district heating network and the improvement of the quality of the delegated service. The work carried out in partnership with both local authorities led to a new contract that is environmentally ambitious while keeping heat pricing under control for subscribers.
